At a time when the city is considering dramatic cuts to services residents were worried that the new requirement that all new home businesses register would create unnecessary work for City Hall employees. According to the 2000 United States census 2894 residents worked from home representing 6. 5 percent of all working people in Newton. Currently roughly 500 businesses are registered with Newton under the state law which requires that persons doing business with another name submit paperwork to local municipalities. The current ordinance is largely complaint-driven said John Lojek commissioner of inspectional services who said that he receives about 12 complaints each year. “What are we here doing this if there are only 12 complaints a year?” Newton resident Harriet Diamond wanted to know why — with roughly 12 complaints a year — a new ordinance was being debated.

In an interview with the Globe yesterday the mayor said he did not believe he had done anything improper. He was unable to immediately produce documentation of payment. Menino said that if he hired city employees to work on his home it was because he trusted them. “Probably because they’re friends of ours” he said. There’s a lot of people who moonlight. “According to city permits a School Department electrician Nicholas Sacramona relocated an outdoor light fixture at the mayor’s Hyde Park home in 2004.
