More than 40 percent of sales in February across the nation were of foreclosed properties or properties in default that were being sold for less than the mortgage balance. Existing-home sales in the Midwest increased 1 percent in February to a pace of 1. 04 million but are 14 percent lower than a year ago. The median price in the Midwest was $131000 which is 7. 8 percent below February 2008. Most of the sales nationally were concentrated at the bottom of the price ladder.
